Is HFR registration a licence?
No. NHA's SOP says HFR is not mandated to regulate facilities; registration under laws such as the Clinical Establishments Act, 2010 stays separate. An HFR ID puts a facility on ABDM's national list — it does not replace a state registration and it is not a quality certificate.
Where Zivyaa fits
Registration is something a facility does itself, on the government portal. Where software matters is afterwards — whether the facility and doctor IDs are used consistently at registration, in records and on bills.
